I am announcing my retirement from the Department of Public Safety effective Friday, January 6, 2023. It has been an honor of a lifetime to have served the men and women of the Department of Public Safety, and the citizens of this great state. As Director I observed firsthand the selflessness, dedication, and bravery of our Arizona State Troopers and professional staff.

I would like to thank Governor Ducey for his support and faith in me. I understand the process and wish nothing but the best for Governor Hobbs and her team.

Commercial Vehicle Enforcement Task Force Participating in Human Trafficking Awareness Initiative

The AZDPS Commercial Vehicle Enforcement Task Force (CVETF) Division will participate in the Commercial Vehicle Safety Alliance's 2023 Human Trafficking Awareness Initiative from January 9, 2023, through January 13, 2023. The initiative seeks to reduce human trafficking throughout North America through coordinated enforcement and investigative and educational awareness measures within the commercial motor vehicle industry.

CVETF members, “Truckers Against Trafficking”, and industry partners - including personnel from retail truck stops and bus stations - will distribute outreach materials that assist in combating human trafficking at ports of entry, truck stops, bus stations, and roadside inspections.

The CVETF Division is comprised of uniformed sworn personnel and professional staff from the Arizona Department of Transportation's Enforcement Services Bureau and the AZDPS Commercial Vehicle Enforcement Bureau. The mission of the CVETF Division is to ensure safe, secure, and efficient commercial transport across Arizona.

Multiple Fatalities in Fiery Crash Involving Six Vehicles on I-10 in Chandler

On Thursday, January 12, 2023, at approximately 6:15 a.m., a commercial truck rear-ended five vehicles resulting in multiple fatalities on eastbound Interstate 10 (I-10) adjacent to the Chandler Boulevard off-ramp. 

State troopers determined a man was driving a commercial truck-tractor hauling an open-top box trailer loaded with garbage. The commercial driver failed to stop for congested traffic, rear-ended two passenger vehicles, and wedged them into the back of a second commercial truck. The second commercial truck was thrust forward and struck two additional cars.

Governor Hobbs Appoints Jeffrey Glover as Director of Arizona Department of Public Safety

We are pleased to announce Governor Hobbs’ appointment of current Tempe Police Chief Jeffrey Glover as Director of the Arizona Department of Public Safety.

Chief Glover brings with him more than 20 years of law enforcement experience. He began his career with the Tempe Police Department in October of 1999, serving in a variety of roles throughout the department including Narcotics Detective, Media Relations Sergeant, Patrol Lieutenant, and Commander of the Criminal and Special Investigations Division. He was appointed as Chief of Police of the Tempe Police Department in October of 2020.

Chief Glover holds a Bachelor’s Degree in Education from Northern Arizona University and a Master’s Degree in Public Administration from the University of Phoenix. Chief Glover is a graduate of the FBI National Academy Command School.

Vehicle Theft Task Force Conducts Sweeping Chop Shop Investigation Near 43rd Avenue and Broadway Road in Phoenix

On Tuesday, January 17, 2023, detectives with the Arizona Department of Public Safety (AZDPS) Vehicle Theft Task Force (VTTF) conducted salvage yard business inspections in order to combat chop shop operations at businesses in the area of 4024 to 4124 West Broadway Road in Phoenix. This operation was conceived in an effort to disrupt the flow of stolen vehicles that end up in chop shops at salvage yards throughout the Phoenix area.

During the operation, 12 business inspections were conducted and three business search warrants were served. Approximately 2,150 vehicles and motors were inspected, 19 stolen vehicles were recovered, and one suspect was arrested.

Mohammad Moe Lathgani, 36, of Phoenix, was booked into the Maricopa County Jail on charges including one count of chop shop operations, four counts of theft of means of transportation, and one count of possession of dangerous drugs. Lathgani is the owner of 1st Choice Auto Parts #2 salvage yard.

The VTTF is substantially funded by an annual grant from the AATA.

From January 9th through January 13th, 2023, the AZDPS Commercial Vehicle Enforcement Task Force (CVETF) Division participated in the second annual Commercial Vehicle Safety Alliance Human Trafficking Awareness initiative. The initiative seeks to reduce human trafficking throughout North America using coordinated enforcement in addition to investigative and educational awareness measures within the commercial motor vehicle industry.

During this initiative, 108 CVETF personnel, "Truckers Against Trafficking" members, and other industry partners - including personnel from retail truck stops and bus stations – distributed over 12,000 wallet cards and window stickers at ports of entry, truck stops, bus stations, and roadside inspections.

Additionally, CVETF personnel made presentations about the initiative to the Phoenix Truck Driving School in Mohave County and the Casa Grande Alliance, and completed 865 commercial motor vehicle inspections.

"I applaud these efforts to reduce the ongoing threat of human trafficking," Governor Katie Hobbs said. "As a former social worker, I have seen firsthand the gravity of the situation and know we must do everything we can to ensure that we all take part in fighting this humanitarian issue."

Driver Arrested for Racing, Aggravated Assault After Causing Serious Collision on Interstate 10 in Phoenix

On Thursday, January 19, 2023, at approximately 7:55 p.m., a three-vehicle collision occurred on westbound Interstate 10 near 43rd Avenue, in Phoenix. Multiple 9-1-1 callers reported several vehicles engaging in street racing in the area at the time of the crash.

Arizona Department of Public Safety (AZDPS) troopers suspect the driver of an Infiniti sedan was racing other vehicles when he swerved right to avoid slowing traffic, lost control of his car, and struck a highway barrier wall before swerving back across highway travel lanes and striking a commercial tractor-trailer. The impact from the Infiniti caused the tractor-trailer to swerve left, collide with a pickup truck and strike the median barrier.

The Infiniti driver’s reckless actions resulted in injuries to other motorists, significant damage to multiple vehicles, and caused major damage to highway barrier systems. This collision also led to a three-hour road closure, impacting many motorists during their evening commute.

The driver of the Infiniti, 31-year-old Julian Beltran-Cardenas, of Phoenix, was arrested and faces charges including racing on highways, reckless endangerment, and aggravated assault.

Drivers and participants caught engaging in street racing may face penalties including a 20-day vehicle impound, fines, community restitution, and the possibility of jail time for second and subsequent offenses.

This week, the Arizona Counter Terrorism Information Center (ACTIC), in partnership with the Counterterrorism Education Learning Lab (CELL) is rolling out the Community Awareness Program (CAP), a critical public safety training program. Utilizing this program, the ACTIC will train over 16,000 statewide event staff, volunteers, and community stakeholders over the next several weeks on procedures for reporting suspicious activity.

"This is a team effort,” said Phoenix Police Detective Brad Calender. “We are bringing all collective stakeholders together to empower them to become Champions for Safety and ensure Super Bowl LVII is a safe and fun event for all."

"Given recent events and the new realities for major events and venues, it is imperative for public safety agencies to partner with our communities to enhance safety," said AZDPS Major Jennifer Borquez, Director of the ACTIC. "With over one million visitors expected later this month, these event volunteers and staff are the ambassadors for our great state. With this specialized CAP training, they will be empowered to know what to look for and where to report any suspicious activity."

Volunteers and staff are receiving this award-winning public safety training on how to recognize and report suspicious activity, including the Champions for Safety: Playmakers training video, narrated by Major Borquez and Michael Bidwill, owner of the Arizona Cardinals. The CAP will have a lasting impact as Arizona remains a key destination for some of the world's most prestigious events.

 

About the Community Awareness Program (CAP)

The ACTIC's CAP trains individuals on recognizing and reporting suspicious activity to help prevent terrorism, targeted violence, and other criminal activity. The program was developed by CELL in partnership with the U.S. Department of Homeland Security and the Federal Bureau of Investigation Joint Terrorism Task Force. CAP’s behavior-focused approach ensures the preservation of civil liberties protected by the U.S. Constitution. Vehicle Theft Task Force Recovers Stolen Vehicles, Arrests Three Suspects Following Search Warrants in Wittmann

On the afternoon of January 10, 2023, detectives with the Vehicle Theft Task Force (VTTF) served two residential search warrants in the area of 204th Lane and Patton Road in Wittmann, AZ. The warrants followed several weeks of investigation, during which detectives observed numerous suspected stolen vehicles on the property. Suspects were also observed transporting stolen vehicles on and off of the property.

During service of the search warrants, detectives recovered the following items:

  • Two stolen pickup trucks
  • Two stolen motorhomes
  • Two stolen trailers
  • One stolen skid steer Bobcat
  • One stolen handgun
  • Fentanyl
  • Methamphetamine

 

Detectives arrested 50-year-old Ronald Barnum, of Wittmann, on charges including:

  • Theft of means of transportation (5 counts)
  • Possession of dangerous drugs
  • Possession of narcotic drugs
  • Resisting arrest
  • Possession of a weapon by a prohibited possessor

 

Detectives also arrested 32-year-old Joshua Reiff, of El Mirage, on charges including theft of means of transportation and resisting arrest, and 48-year-old Jesse Romero, of Surprise, on a charge of unlawful use of means of transportation.

Troopers were assisted by Goodyear Police Department, Maricopa County Sheriff’s Office, and Surprise Police Department.

Troopers Seize More Than 73 Pounds of Methamphetamine, 64 Pounds of Fentanyl Pills in Two Traffic Stops

On the morning of Wednesday, January 18, 2023, an Arizona Department of Public Safety (AZDPS) trooper initiated a traffic stop on the driver of a Chevrolet Silverado pickup truck for moving violations on westbound Interstate 10 at milepost 239, near Marana.

During the traffic stop, the trooper observed numerous indicators of criminal activity. During a search of the vehicle, troopers discovered approximately 51.95 pounds of methamphetamine, 28.10 pounds of fentanyl pills, and 2.45 pounds of fentanyl powder.

The suspect driver, 27-year-old Carlos Calixtro-Varela, and passenger, 30-year-old Francisco Calixtro-Varela, both residents of Tucson, were arrested and booked into the Pima County Jail on charges including possession, transportation, and sale of narcotic drugs and dangerous drugs.

Investigators determined the drugs were being smuggled from Tucson to Marana.

Later the same day, another trooper stopped the driver of a Jeep SUV on northbound Interstate 17 at milepost 263, near Cordes Junction. Indicators of criminal activity were observed during the stop, and a drug detection canine alerted to the vehicle. During a subsequent vehicle search, troopers located approximately 36 pounds of fentanyl pills and 21.5 pounds of methamphetamine concealed in the vehicle.

The suspect driver, 32-year-old Jose Espinoza-Gil, and passenger, 42-year-old Luciano Zamudio, both from Phoenix, were arrested and booked into the Yavapai County Jail on charges including possession, transportation, and sale of narcotic drugs and dangerous drugs.

The fentanyl and methamphetamine in this incident were being smuggled from the Phoenix area to Denver, Colorado.
