Chandler, AZ — On Monday, April 29, 2019, after an internal audit and investigation, Arizona Department of Public Safety (AZDPS) detectives arrested 52-year-old Todd Whittard at his home in Chandler, AZ.

Brooks was last seen at 5 pm today in the area of Indian School and Dysat in Avondale. Brooks was wearing a white shirt, jeans and red and white Nike shoes. He driving a Blue Dodge Dart and his bank card was last used at near Quartzsite, AZ. Brooks suffers from Dementia and diabetes.
