Lt. Col. Jennifer Borquez

Agency Support Division

Lt. Col. Jennifer Borquez currently serves as the Assistant Director of the Department’s Agency Support Division (ASD). She was promoted to the rank of Lieutenant Colonel and appointed Assistant Director in August 2026.

Prior to this appointment, Lt. Col. Borquez held the rank of Major and served as Chief of Staff for the Criminal Investigations Division (CID). She also served as Director of the Arizona Counterterrorism Information Center (ACTIC), where she oversaw intelligence operations, information sharing, and public safety initiatives supporting local, state, tribal, and federal partners. Following her tenure at ACTIC, she served as Chief of Staff for both the Technical Services Division (TSD) and the Highway Patrol Division (HPD) before becoming Chief of Staff for ASD.

Before her promotion to Major in 2019, Lt. Col. Borquez served as a Captain with multiple command assignments in CID and HPD, and Internal Affairs. She was also the Commander of the State Trooper Academy, where she supervised multi‑agency academy classes conducted at the Phoenix Regional Police Academy.

Lt. Col. Borquez began advancing through the Department’s leadership ranks with her promotion to Sergeant in 2012. In this role, she supervised a Metro East squad in HPD and later undertook various supervisory assignments within ASD and CID, including overseeing the Operational Training Unit.

Earlier in her career as a State Trooper, Lt. Col. Borquez served in HPD in Metro West and subsequently transferred to CID, where she worked as a detective in both the General Investigations Unit and the Special Investigations Unit. Her career with the Arizona Department of Public Safety began in 2002 after graduating from the Phoenix Regional Police Academy.

Lt. Col. Borquez is a graduate of the Northwestern University School of Police Staff and Command, the Federal Bureau of Investigation National Academy, and the Police Executive Research Forum’s Senior Management Institute for Police. She holds a Bachelor of Science in Justice Studies from Arizona State University and is currently completing a Master of Public Safety degree at the University of Virginia.
