Licensing and Regulatory Bureau

The Licensing and Regulatory Bureau (LRB) is responsible for processing applications and reviewing the criminal history records of applicants to determine their suitability for receiving a fingerprint clearance card. Additionally, the bureau processes fingerprint cards from over 1,500 organizations for the purpose of conducting fingerprint-based background checks for employment, licensing, and those interacting with children and vulnerable adults in various capacities.  Besides processing fingerprints, the bureau manages the registration and licensing of private investigators and security guards, as well as issuing training instructor certificates and agency licenses. The bureau comprises two areas: the Clearance Card Section and the Licensing and Processing Section. 

Clearance Card Section

The Clearance Card Section was established in 1998 for the purpose of protecting Arizona's most vulnerable populations. The section receives and reviews criminal history records of applications to determine their suitability for receiving a fingerprint clearance card and periodically updates the status of current fingerprint clearance cards. The section has four Phoenix-based teams and a Tucson Business Unit.

Clearance Card Section

The Licensing and Processing Section comprises two units: the Applicant Processing Team and the Security Guard and Private Investigator Licensing Unit.

Applicant Processing Team

The Applicant Processing Team processes fingerprint-based criminal history check submissions and provides criminal history results to authorized agencies. The Applicant Processing Team does not handle fingerprint clearance cards.

Security Guard and Private Investigator Licensing Unit

The Security Guard and Private Investigator Licensing Unit regulates security guards, security agencies, private investigators, and private investigative agencies. It also accepts complaints from the public and enforces statutory law and administrative rules regarding these entities.
