Administration of Resources and Choices (ARC), a nonprofit incorporated in Arizona, has provided statewide services for seniors since 1996. Late-Life Victim Services are offered to all persons 55+ who reside in Pima County through our 24/7 crisis line, 520-566-1919, and non-emergency number 520-623-3341. Late-Life Victim Services include domestic violence, elder abuse, sexual assault, stalking, dating violence, adults molested as children and economic exploitation and fraud to both female and male victims. ARC specializes in overcoming barriers and serving underserved populations: disability, special needs, rural areas, both genders, etc.  All staff has master’s level degrees and provide services to ensure that older adults needs for healing, safety, justice and economic stabilization are fully addressed. Services include, but are not limited to: 24/7 hotline response; emergency shelter at the appropriate level of care (safe house, directed care, hands-on care, dementia care), safety planning, orders of protection, advocacy, victim compensation, individual and group support, justice system support, case management, emergency medication, hygiene items, clothing, information and referral, medical, legal, assistance with permanent senior housing and follow-up services. If a senior is transported into Pima County via emergency responder from other counties and/or tribal areas, all services are provided as if the older adult was a resident of Pima County. ARC, also, specializes in community education for law enforcement, health care professionals, faith communities, incarcerated women, businesses, training centers, refugees, immigrants, nongovernmental and governmental agencies and neighborhoods increasing knowledge regarding the identification, safety, support, understanding, reporting, needs and resources for victims of crime.

The Area Agency on Aging offers 60 programs and services to more than 100,000 individuals annually in Maricopa County. The Agency serves five main client populations: adults aged 60 and older, adults aged 18 and older with disabilities and long-term care needs, adults aged 50 and older with special needs, persons of all ages with HIV/AIDS, and family caregivers.

The Agency has developed an innovative program called DOVES to serve victims of late-life domestic violence and elder abuse. DOVES serves adults aged 50 or older in Maricopa County, and takes a multi-faceted approach to provide services for this often-overlooked population. Started in 1996, the program provides crisis intervention; counseling; personal advocacy; information, referral & connection to services; support groups; and emergency and transitional housing.  DOVES conducts weekly support groups throughout Maricopa County for older victims of abuse, which provide information, education, and a supportive environment needed to take the steps necessary to live violence-free lives. 

The Area Agency collaborates with community partners to provide free emergency housing for up to two weeks for older victims.  During this time, intensive case management is provided to help victims explore possible options. DOVES also provides subsidized transitional housing for up to 2 years, if appropriate. While residing in the DOVES facility, each resident receives safe affordable housing, case management, referrals to needed services, assistance in applying for benefits, and the support and encouragement needed to achieve independent living free from violence and fear.
