DPS Pursuit Along SR 51 Ends with the Arrest of a Family

A DPS Highway Patrol officer was monitoring speed from the Glendale on ramp of southbound SR 51 around midnight August 14, when the officer observed a passenger car at 98 miles per hour using his radar. As soon as the DPS officer turned on the emergency lights and siren, the passenger car accelerated to a speed in excess of 100 miles per hour and took the Bethany Home off ramp. The passenger car slid through the intersection, crashed through ADOT signage, and came to rest on top of the concrete median. The driver and rear seat passenger fled from the scene on foot while a woman and two small children remained within the car. The DPS officer caught up with the driver about 500 feet from the crash. An off duty Phoenix Police officer followed the passenger and coordinated with his department in order to take the passenger into custody near 16th Street and Colter, less than a mile away from the crash. The children were unrestrained within the passenger car and a four-month old boy suffered facial bruising from striking one of the front seats; he was taken to Phoenix Children’s Hospital. His two year-old brother was not injured and both children were turned over to the Department of Child Safety. According to the three suspects, they had just conducted a drug deal prior to entering SR 51. Officers located prepackaged high-grade marijuana for sale and a pistol within the vehicle. The three adults were arrested and booked into the Maricopa County Sheriff’s Office Jail and a criminal investigation remains open on all three suspects.

The driver was Jorge Manuel Monge, age 22. The driver’s brother and rear seat passenger is 18 year-old Jacob Allen Monge. The woman, 18 year-old Socity Gutierrez, is the driver’s fiancé and mother of the children. The three suspects live in Phoenix.

Driver Jorge M. Monge was booked for a probation violation warrant, possession of marijuana, possession of marijuana for sale, transportation of marijuana for sale, four counts of aggravated DUI; two of which stem from the children, misconduct involving a weapon, unlawful flight from law enforcement, two counts of endangerment for the two children, abuse of child, excessive speed, two child restraint violations, citation for failure to control vehicle to avoid collision, and an insurance citation. Passenger Jacob Monge was booked for possession of marijuana, possession of marijuana for sale and for failure to obey a police officer. Passenger Socity Gutierrez was booked for endangerment, endangering the life of a child and child abuse.
