Annual salaries are calculations based on approved hourly rates.

Summary Statement: Under direction, studies, designs, engineers, constructs, installs, and coordinates telecommunications equipment, systems, and facilities; performs engineering studies involving equipment, applications, or theoretical analyses; may travel statewide and work irregular hours when required. Performs related tasks as required. This is a competitive classification.

Essential Functions: 1. Interacts with co-workers, DPS employees, vendors, the general public and representatives of other agencies (e.g. federal, state, county, city, etc.) to obtain and disseminate information, advise on projects, resolve conflicts, set priorities, coordinate activities, complete projects within time and budget constraints, and provide assistance.

2. Drafts bid specifications and requests for proposal, and evaluates vendor responses to establish contracts.

3. Directs projects assigned by management by planning course of action, allocating human and material resources, and monitoring progress.

4. Plans, designs, engineers, and constructs telecommunications systems (e.g. voice, radio, network, 2-way, data, microwave, etc.).

5. Analyzes telecommunications problems and needs (e.g. interference, intelligibility, clarity, etc.) to determine the most appropriate means of reducing, eliminating, and/or avoiding current and future problems and improve communications.

6. Designs radio communications sites to establish building and tower placement, power requirements, antenna placement, and communications equipment required for new and/or existing sites.

7. Completes and submits frequency coordination forms, Federal Communications Commission (FCC) radio license applications, Bureau of Land Management (BLM) use permits, and US Forest Service (USFS) use permits to allow mobile radio and microwave communications to take place in accordance with federal regulations.

8. Determines appropriate configurations of telecommunications hardware and software to ensure the desired performance of telecommunications equipment.

9. Researches, gathers, and compiles relevant technical information to enhance, modify, and maintain assigned networks and telecommunications systems.

10. Attends meetings, conferences, task forces, committees, events, etc. to provide and receive updated information, work in unity with other agencies with similar telecommunication equipment and system interests, and assure the DPS position is represented.

11. Evaluates new products and services from vendors to determine applicability to hardware, software, networks and telecommunications systems in use by client agencies.

12. Researches federal, state, and local laws, rules, regulations, ordinances, policies, and procedures to ensure compliance by DPS and client agencies in the provision of telecommunications systems, and ensure systems are operated within the legal parameters.

13. Remains current on job-specific and Department topics through training courses, workshops, seminars, professional organizations, professional publications, conferences, professional association shows, etc. to apply appropriate policies and technologies to assigned systems.

14. Drafts engineering project proposals to define goals, identify the scope, background, and need, and ascertain cost of equipment, parts, and services.

15. Develops long and short term plans for updating equipment, adding capabilities, enhancing existing systems, and providing improved telecommunications statewide.

16. Designs and implements telecommunications systems to interconnect equipment from different manufacturers, service providers, and/or client agencies.

17. Verifies proper frequency use and assignment, checks applications for compatibility with existing FCC licensed users, and may serve as the state frequency advisor for national public safety frequency coordinators.

18. Designs circuitry (e.g. analog, digital, RF, etc.) to interface with equipment to be used in a unique fashion by DPS or client agencies.

19. Develops, submits, and administers Unit and project budgets, including internal and external client needs (DPS, ADOT, ADJC, State Land, etc.) to affect completion of scheduled projects and goals.

20. Conducts engineering studies to determine performance levels in order to project future needs of system hardware and software.

21. Drafts written documents (e.g. bulletins, newsletters, reports, correspondence, etc.) to inform and update employees, management, clients, and regulatory agents of new or revised information.

22. Selects and develops new communications sites by locating sites, conducting radio surveys, filing documents, drawing up documents for approval, drafting construction drawings, and following through to approval in order to provide required public safety communications systems for DPS and client agencies.

23. Maintains and analyzes telecommunications equipment inventory used by DPS and client agencies to determine quantities needed by age, make, user, and other qualifiers, and determine base information for equipment replacement issues.

24. Prepares radio propagation charts for internal and external client agencies to depict radio coverage on existing or test sites of interest.

25. Provides consultative services to clients outside DPS to assist with the definition of communications (e.g. data, telephonic, radio, etc.) needs and equipment requirements.

26. Creates manuals for use by system users to provide information needed to operate assigned telecommunications equipment and systems.

27. Coordinates and inspects the work of Department employees, vendors, service providers, contractors, subcontractors, and others to insure safety and compliance with recognized standards and specifications.

28. Coordinates, and/or participates in the development of training programs to improve expertise, safety, and understanding of Section personnel and clients.

29. Provides input, advice and recommendations to DPS and client agencies to determine the most appropriate and feasible co-location of telecommunications facilities.

30. Directs statewide communications projects of major scope and cost extending over several fiscal years and involving engineering personnel from DPS and client agencies to accommodate public safety communication needs.

31. Evaluates electrical power requirements for planned/new systems to assure equipment meets future needs.

32. Drafts, submits for approval, and implements technical practices, Section policies and standards to establish proper methods and practices of completing responsibilities in the Telecommunication Sections.

33. Monitors assigned networks and telecommunications systems to assess need for updates, upgrades, enhancements, preventive maintenance, and/or new systems.

34. Composes position papers and reports findings of studies and analyses on directed topic issues to provide management with sufficient information and data to make informed decisions.

35. Conducts audits of criminal justice agencies to determine the quality of telecommunications systems/networks in the agency.

36. Establishes site leases for new communications sites with land owners, and establishes a process to assure annual payments are made by the Facilities Section.

37. Coordinates frequency usages and site impact specifications with client agencies to assure continued availability to meet user needs.

38. Evaluates requests from client agencies and submits recommendations on their proposals to management.

39. Seals drawings, reports, and specifications as a Registered Professional Engineer to verify compliance with legal requirements.

40. Prepares agreements (e.g. interagency service, intergovernmental, etc.) for use between DPS and other law enforcement and criminal justice agencies in providing service between agencies.

Additional Requirements:

Must be willing and able to travel throughout the state to perform functions of the position.

May be required to obtain registration as a Registered Professional Engineer.

Minimum Qualifications: Requires three (3) years of satisfactory performance as a Telecommunications Engineer II; OR a Bachelor's degree from an accredited college or university in electrical/electronic engineering, physics, or engineering technology with course work equivalent to a BSEE program AND nine (9) years of communications or electronics engineering experience; OR an equivalent combination of education and experience.

Must have technical certification (e.g., FCC General Class License, PCIA or APCO Technical Certificate, CET Journeyman Certificate with a Communications endorsement, or equivalent).

Must have a valid Arizona driver's license.

Must successfully complete the examination process.
